Can you reveal more about process? I've done a lot of hand-painted photography over my career and I don't think this is that but it's a nice effect one way or the other!
The original photograph was uploaded to Nite Cafe and was painted in AI. I downloaded the painted file and in PS overlayed it over the original, then reduced opacity to bring back some of the originaldetail. Here's the 'full' AI file.
